Revaluator introduces Comparable Sales, a defensibility-first valuation module

Revaluator LLC today announced Comparable Sales, a new valuation module for the Revaluator property assessment platform. The module gives county assessment offices something the market has not: a comparable sales instrument that shows every step of its work, built for the room where values are actually defended.

Every value a county sets is a value a taxpayer can appeal, and the appeal turns on evidence. Comparable Sales is built backwards from that moment. From any parcel, one click finds qualified, arm's-length sales; scores them on the appraisal elements the law names — location, size, age, quality and improvements; adjusts every price to the statutory valuation date; and produces a printable comp sheet with photographs, records and the methodology attached.

Every comp explains itself

Each comparable carries its own report: the criteria it passed, its attributes beside the subject's, and the scoring and price-adjustment arithmetic worked out line by line. Screening rules, score weights and thresholds are county policy, set in the tool and printed with the methodology — not constants hidden in software. When a board member asks why a comp was chosen, the answer is a page, not a shrug.

A real market index

Time adjustment runs on a quarterly repeat-sales index computed from the county's own paired sales — the same regression method that underlies the Case-Shiller index. Because each pair is the same property selling twice, everything about the property cancels out and only the market's movement remains. A flat year and a hot year each count as what they were.

  • Neighborhood ratio studies with the complete IAAO statistics — COD, PRD, PRB, confidence intervals and price-quintile equity tables — every area baselined against the county and flagged when it drifts
  • Commercial income analysis: implied capitalization rates, income multipliers and expense ratios by building type, from the county's own income models and sales, with every sample size disclosed
  • Vacant land studies by neighborhood or zoning — the dollars-per-acre evidence a land schedule starts from
  • Sales verification queue: every sale whose qualification code and its own evidence disagree, sorted by how loudly it asks for a second look
  • Appeal packs: comp sheet, per-comp reports and the neighborhood's ratio study assembled into a single printable document for a Board of Equalization hearing

Anchored to statute

The module is built to the governing law of the state it runs in. The initial release implements North Carolina's Machinery Act requirements — the arm's-length true-value standard, valuation as of January 1 of the reappraisal year, and the statutory appraisal elements — layered with IAAO professional standards, and the full methodology, sources and statutes are printed inside the tool for any county to hand to any auditor, board or taxpayer who asks.

Availability

Comparable Sales is available now to licensed counties. The module reads the county's own published assessment and sales data; counties that would like it connected to their data should contact the Revaluator team.
